Control Pirate Boat How many places in the world are places where no law exist?

Not looking for punchlines like "Detroit." Really wondering if there are lots of places that don't really have any form of government/law. Correct me if i'm wrong, but the article suggest the waters traveled by these shipping boats are not controlled by anyone other than the pirates.
Anyone have any insight?
Well, I know of two North Sea oil platforms that are now "Kingdoms" for legal purposes to avoid other countries laws and they are virtually lawless(only a few basic rules for visitors). And I have heard but not verified that there are 5 more oil platforms for sale outside of any countries legal boundaries.
If the Conservatives stop talking and start acting I may be looking for a group to go together and buy one of them. I refuse to live in a "Conservative" Dictatorship.
Can somebody answer some questions about Pirates of the Carribean 2?
1) Is Davey Jones the captain of the sea and everyone wants his heart so that they can control the sea?
2) Why was Will's Dad on Jack Sparrow's boat? Was it because Davey Jones sent him to tell Jack that his debt is due?
3) Why did Jack Sparrow want Davey Jones' heart? Was it so he could bargain for his soul back?
4)Why did Craggin want Jack Sparrow? Was it to do Davey Jones' work by killing Jack?
5) Wth game was Will, his dad, and Davey Jones playing? Yahtzee?
6) Why can't Davey Jones go on land?

1) Yes, the East india trading company wanted it so they could stop pirates from pillaging their imports/exports
2) It's not specified why Bootstrap went, I believe he was sent, yes.

4) The Kraken just does what Davy Jones says, it was to kill Jack
5) The game is loosely known at Pirates dice, it's the dice version of the card game bull****. You one up the other player by betting how many of a certain number are under yours and the other players cups. If you call someone's bluff and are right you win, they lose, and the third party leaves even.
